I cannot be certain, I will generalise from my experience, dogs are only as mad as their owner. Unfortunately dogs probably can't change unless their owner does. The owner has to understand they need to change before making the considerable and perhaps lifelong effort. PS, the spelling would be "maddest", but I think "most mad" would be the better superlative, however since there is just the dog and it's owner, I would prefer to use the comparative form. As far as I know the superlative is not incorrect.
